Repatriation, 138 Citizens at PNG Back To Indonesia

After 30 years living for Papua-Indonesia and placed at Papua New Guinea, more a half people got repatriation and back to motherland. Number of 138 citizens of PNG, Thursday (19/11), is transported by Indonesian Air force Plane, Hercules from Wewak PNG to Jayapura, to start repatriation. They are claiming relief back to Indonesia.

“I miss my family. There are high criminality at PNG and situation at Papua much better than I leaved last 1979,” Hein Fere (62), a repatriation person who also brought his wife, Yohana Hamadi (60) and four grandson. His five kids also would be joined to repatriation on 2010 after sold their land and house at PNG.

The repatriation persons also include children of Papuan who born and live at PNG. They choose to go to Indonesia because want to get a good education. More a half of them come from around of Port Numbay such as Sentani, Jayapura City, Sarmi, and Keerom.

Number of 138 repatriation person arrived at Sentani using Hercules A1320, piloted by Colonel Lieutenant (Pilot) Purwoko. First flight brought 65 people and then in the afternoon 73 person arrived. Now they are stayed at Jayapura for three or five days.

Functionary of Domestics Affair Department, Sutrisno, said the repatriation persons would be sent to their regency or city which they are come from. “After verified on their destiny, regent would pick and carry them to their homeland,” he said.

About job and place to live, Sutrisno said that is regent’s right and authority. He hopes repatriation persons could be one to their big families at Papua and live normally as Indonesian citizen.

Functionary of Foreign Affair Department, Teguh Wardoyo said repatriation would be continued for future. “A half people would be joined at repatriation on next. They should sell their land, house, and manage their job at PNG,” Teguh said.

As long leave at PNG, he said, these repatriation persons did not live normally. He explained about persons who live at mile 6 and mile 8 at Port Moresby, capital of PNG, live below poverty line.


Eight Years Papua Special Autonomy Had No Impact

Special autonomy for Papua that step on eight years did not touch people based problem, such as recognition and partiality to indigenous people. Decrease of poverty and many development program is government duty that no correlation with special autonomy. Government should show a real result that get by his special autonomy arbitrary power.

“Government programs did not touch heart of Papua special autonomy,” Muridan S Widjojo said from Indonesian Science Institution (LIPI), at Jayapura Papua, Tuesday (17/11).

He acknowledges that Papua Governor had been arriving much province regulation, which its destiny is welfare for Papua indigenous people. It is such as free medical action, free education, and dependable program, People Driven Program (Respek).

“All this program is good. But could it work without special autonomy? It is government responsibility. So if it the same with or without special autonomy, which is the different?” Muridan said.

The book writer of Papua Road Map said special autonomy failed to bring welfare for Papuan because while its law chronicle (Law No.21/2001 signed by President Megawati Soekarno Putri on November 21, 2001) did not involving people that cross swords both another. As you know, Special Autonomy Law for Papua is gift by Jakarta to alleviate Papua Independence aspiration.

“People that cross swords such as Papua Freedom Organization (OPM) and other faction that pro-independence although Jakarta elite that pro-Indonesia never meet and talk about conflict solution. This reason made special autonomy did not walking,” Muridan said.

Because of this, he said special autonomy did not break suspicious both Jakarta and Papua. He showed shot on Freeport case. Military accuse its done by OPM. But, people at Papua accuse that special army done it.

Muridan hopes base job from special autonomy such as increasing healthy and education, finishing human rights problems, develop Reconciliation and Truth Commission, and directing of Papua history could be government priority program.

Frans Wospakrik, Vice Leader of Papua People Assembly (MRP) acknowledges special autonomy did not walk as Papuan hope. He found Papuan people have no knowledge about special autonomy that applicable for 25 years. “We have restiveness to protect Papuan. But, we found special autonomy tutorial didnot walk. This is not MRP job, but also government,” he said.

Frans said area government should be brave to apply special autonomy law to protect Papuan. Special autonomy is not just about money that nominally thousand billion rupiah.

Special autonomy fund that accepted by Papua Province since 2002 to 2009 nominally about Rp 18,7 thousand billion. People who live in poverty on 2001 is about 41.8 percent. Seven years later, poverty decrease to 36,53 percent. More a half people on the bread line live in village. They are Papuan indigenous people.


Raising Star Flag at MRP

Near December 1st, which claims as West Papua Independence Day, Jayapura is alert. Former of politician prisoner, Sem Yaro foolhardy brought Bintang Kejora or Raising Star Flag at Papua People Assembly (MRP) Office, Jayapura, Monday (16/11). Now, Sem and his friend, John Kreuta arrest by police.
Sem and his four friends that bring two kids come to MRP to demonstrate. But, unknown by other people, he step down from green car by the way bring a tree-trunk that bond by a flag. The Raising Star Flag is approximately 100 x 70 centimeters area.
He said special autonomy for Papua just a gift from government is totally failed. “Papuans do not feel affluence. If there is no reparation to special autonomy, better for Papua to get freedom,” Sem said under the sun.
Sem said there is no problem to bring Raising Star Flag. Because this is just Papuan culture symbolic. He also intimidate would set raising star flag at various place on December 1st if he could not meet member of MRP.
In the morning, Sem came to MRP. He stretches his flag in front of MRP name board. A few minutes later, he drives a car to the city. One hour later, he comes back to MRP.
Fifteen minutes, Sem in progress. Three police trucks that brought Brimob and Dalmas are at full stretch to MRP. Chief Abepura Police Department, Commissioner Aide Yafet Karafir said their action is not approved by Papua Police Department. Yafet tried to rope in the raising star, but Sem did not agree.
MRP Spokesman, Anggenata Wali said leader of MRP have no agenda to meet the mass. “Chairman of MRP is not at this office,” he said. But, Sem insists the letter to claims Papua Department. Head of Operation Division Commissioner Aide Dominggus Rumaropen hag him and ask his members to catch Sem.
Dominggus said Sem and John Kreuta brought to Jayapura City Police Department. “Their act had no police consent,” He said.
To protect this action, police are at full stretch 60 Brimob and 60 Dalmas. Officer safe several evidence such as raising star flag.


Foreigner Migration to Papua is Limited

Papua Province Government ascertained as soon as execute restriction of foreigner migration to Papua area. Restriction needed to give a chance to indigenous people for develop their self and compete on politic and economic as same as Indonesian people at another place.

Governor’s special staff, Agus Sumule, Friday (13/11) at Jayapura, said Papua Province Government had been regulating Papua Province Rule No.15/2008 about Citizens. Several points is discriminating based on two identity card (KTP).

“The rule should be applicable on 2009. Identity card to vary Papuan people (indigenous people and foreigner who live for long time at Papua) with new come foreigner,” Agus said. He answers Papuans anxiety about competition Papuan with foreigner on politic and economic part.

It is swank on International Biodiversity Conferene at Jayapura, which theme is Papua Special Autonomy and Cultural Rights Recognition on Natural Resources.

Agus Sumule said officer should inspecting an airport and port to data foreigner destiny and identity. If on two months they get no job at Papua, foreigners should be back to their hometown. He said limitation for citizens also did by people at Bali on the Banjar Traditional System.

Frans Wospakrik, Vice Chairman of Papua People Assembly bolster migration rule. His reason is Papuan did not take over anymore. He also acknowledge this regulation is a discrimination, but in positive thing.

“Yup, the regulation is discrimination rule, but in positive thing. This destiny is to give a chance to Papuan to get the same quality with other people in Indonesia. This is about recognition and protection to indigenous people,” Wospakrik said.

Citizen at Papua on 2008 is about two million people. Increase two percent compared last year. Papua Cultural Council said indigenous people (melanesian) at Papua is about 1,2 million.

Forkorus Yoboisembut, chairman of Papua Cultural Council said melanesian at Papua New Guinea Country is about seven million people. “First nominally melanesian in Indonesia and PNG is relatively the same, about 800 thousand and 900 thousand people,” Forkorus said.


Domestic Minister Agreed to Investigate President of Papua Parliamentary

After waiting for a year, Papua Counsel for the Prosecution finally received letter from Domestic Minister to investigate President of Papua Parliamentary, John Ibo and the member Yance Kayame. Both would be investigated for Rp 5,2 billion corruption cases. For a few days latter, investigation would be held.

“Permit to investigate John Ibo and Yance Kayame had been sent from domestic minister to the Attorney General on October 19. But we received it last week,” said Head of Papua Council for the Prosecution, Palty Simanjuntak.

Entreaty to minister had been sent for three times since 2008. Entreaty from Office of Attorney General last on July 14. Agreement letter had been signing by Mr. Mardiyanto, minister. Prosecution could investigate both as witness and suspect on 2006 financing help budget  (Rp 2,6 billion) and household help budget (Rp 2,6 billion).

The case split on four bundles for former Secretary of Papua Province Andi Basso and former of Chief of Financing Bureau Paul Onibala. Their bundling has been 90 percent finished to Court.

Now, John Ibo is elected as President of Papua Parliamentary and also Yance Kayame as member of Papua Parliamentary 2009-2014. Jhon Ibo is main leader of Golkar Party at Papua and Yance Kayame as member.


Ring Road Jayapura to Sentani Airport Development will starts in 2010

Jayapura city to Sentani airport road that only one path, in 2010 will get alternative way to Sentani airport. The Region Government plans to build ring road from city to airport. This 34 km way taking estimate about 7 thousand billons rupiahs.

Head of Papua constructions department, Jansen Monim, Tuesday (10/11) said that the government are in planning design actions and prepared road map. As the plan, this Jayapura-Sentani ring road will divisible by several stage.
Jansen Said, first Government will sets 500 billion rupiah to build road along 3,5 km from Hamdi to Skyline. This source fund from APBN and APBD 2010 another aids.

Jansen said that the Jayapura-Sentani ring road development will continue from west and south direction. “We will extend the ring road to 41 kilometers. Absolutely, after first stage of ring road development is finished,” he said.

This is a part of trans Papua road planning. There are, Jayapura-Sentani- Lereh-Wamena (500 kilometer), Mulia – Timika (250kilometer), Timika – Enarotali (198kilometer), Enarotali – Nabire (234kilometer), Oksibil – Dekai (250kilometer), Dekai – Wamena (210kilometer), Dekai – Logpond (20kilometer), Merauke – Tanah Merah (427kilometer), Tanah Merah – Oksibil (319kilometer), Oksibil – Ubrub –Jayapura (397kilometer), Jayapura – Sarmi (312kilometer)

Gold Mining at Paniai, Be Clean..!!!

Traditional gold mining at Degeuwo River, Bogoboida District, Paniai-Papua, had been caused people difficult to get clean water. People also did not comfort with prostitute behind billiard arena and night club over there.

Dominikus Sorabut, spokesman of Solidarity of Save the Land, the Forest, and Papua Indigenous People (Setahap), said about 30 companies done gold mining activity at Degeuwo River since 2005. They scrape the cliff and forest to get gold ores. Its screening make the waters was polluted.

“River pollution of mercury made us worry. Mercury used by traditional miner to get gold ores,” he said.

Further more, Dominikus said mine activities made a chance for uncontrolled prostitution and alcohol drinks business. He worried social people (Wolani and Mee Tribes) will be broken because of these.

“Prostitution at the village could express HIV/AIDS infection,” Dominikus said. He speech this case with 100 member of Setahap while demonstrated at Abepura. They hope government controlled traditional mining for locally people shrewdness.

They plan to demonstrate at Papua Parliamentary (DPRP). But, head of Abepura Police Department Commissioner Aide Yafet Karafir with hundreds of troop barricade them. This barricade made mass emotionally.

Leader of Paniai Tradition John NR Gobay said local government and Paniai Police has act to close mine activity. And now, three businessmen have been made a permit to open gold mining.

Paniai traditional gold mining problems walk since 2005. Paniai people many times barricade Nabire and Paniai Airport. They stem helicopter to go to mining location. Mass dropped the alcohol drinks and heavy vehicle from helicopter.

Several time ago, government issued Instruction of Paniai Head No. 53/2009 about provisional closed mine activity. Government invented and rethought traditional activity company.

Further more, John Gobay said people did not decide to barricade mine. But, he accent, companies have to environmental friendly. He said people also averse café that brought alcohol drinks and prostitution behind.General News


All Four Corpses of Indonesian Police Skytruck Had Been Evacuated

Evacuation series, Friday (6/11), succeed lift up all three corpses of Indonesian Police Skytruck accident to Jayapura. They put it from Dorman Mountains Papua and identified at Bhayangkara Hospital. This Saturday morning, all corpse fly by police aircraft from Sentani to Jakarta.

A day before, one corpse also had been lifted up from air crash location. So far, all four corpses had been evacuated. “All corpses are evacuated. About black box, police aircraft did not bring it as usually army plans,” Second Lieutenant Aide, Absensius Sembiring, said, a minute after arrive from location.

He explained corpse had been found at 150 meters radius on a cliff. Location is a rock and heavy stone on 10.300 feet high. “It is stone is so hard, may be a metal at inside. The area is three multiply of soccer field. Compass not easy to work. Communication is not good,” Absensius said.

Jayapura Rescuer Team, Major (Pilot) Atang Sudrajat said all evacuation series is finished. “After identified, all corpses would be gift to police,” he said
Yesterday, evacuation started at 8.15 am from Dabra to location by Kamov Helicopter.

Kamov that flight by Captain Jung Yeon Woo and Copilot Kim Kwang Su arrived at Sentani and picked up by tree Bhayangkara Hospital cars.
Right now, four victims Commissioner Aide M Yunus (30), Second Inspector Benediktus (29), First Brigadier Syaiful (30), and First Brigadier (30) have successfully identified by doctors.

Writer notes, belonging 2009, there is four times a dead plane accident at Papua. First, April 9, Aviastar Mandiri from Jayapura to Wamena crash Pike Mountains, six crew dead.

Second, April 17, Mimika Air from Mulia to Timika crash at Gergaji Mountain, six passengers and three crews died. Third, June 29, Aviastar Mandiri from Wamena to Yahukimo impacted, three crew dead.
Fourth, the tragic accident, August 2, Merpati Airlines from Sentani to Oksibil was dropped at Apmisibil, three crews and 15 passengers died.


One Corpse of Skytruck Crew Could Be Evacuated

Jayapura Rescuer Team, Thursday (5/11), have evacuated one corpse of victims of Indonesian Police Skytruck P-4202. Three dead bodies could not be evacuated because of bad weather on accident location that beside two escarpment. Evacuation would be continues on Friday morning.
“Three times helicopter tried to fly but weather-bound. Last try at 03.42 pm,” Major (Pilot) Atang Sudrajat, Rescuer Team said. He hopes this Friday the weather is good enough.
He explained, evacuation begin from Jayapura by Kamov Helicopter (PK-JTV PT Air Pasific) to send eight rescuer to the location. After there, rescuer dropped by towline.
Rescuer put one corpse nearest then lifted it to helicopter and sent it to Dabra Base Camp. Corpse sent to Sentani by Puma Indonesian Airforce Helicopter. They arrive at 00.30 pm and Papua Police Department medical team brought it to identify at Bhayangkara Hospital.
Commander of Police Air Patrol, High Commissioner Mayor Situmorang said identifying have not finished. Cause of these, he don’t know the name of victim. So far, all family will wait the corpse at Jakarta.
He said Skytruck inside is four crew without passenger and bring eight drums fuel. Four crews are Commissioner Aide M Yunus (30), Second Inspector Benediktus (29), and mechanic First Brigadier Syaiful (30) and First Brigadier Kuswanto (30). The accident happens last November, 2nd from Sentani to Mulia Puncak Jaya. Their mission brought fuel for police operations.
About physically condition of corpse, Rescuer Team Suyatno did not explain it. He ask journalist to imagine the condition by a heavy broken aircraft.


Police Skytruck Burnt and Heavy Broken

Indonesian Police’s Skytruck P-4202, Wednesday (4/11), is revealed impact and its condition is heavy broken. Three days searching after skytruck lost contact could not found about four crew conditions inside. For right now, rescuer failed to reach the location because of bad weather.
Location of skytruck found by Jayapura SAR Team, pilot Nick and copilot Paul whom using Yajasi plane (PK-UCE) at 06.15 am. Many parts of its body is showed while Yajasi at 10.600 feet up of sea level. The plane is 03 28’ 38” south and 138 27’ 81” east.
On Yajasi sky picture, skytruck that bring eight drums of fuel is in very bad conditions. Its surrounding is black burnt. It could be identified by Skytruck tail that blue-red stripes.
SAR team built a base camp nearest at Dabra District, Mamberamo Raya. They sent 19 officers by two times flight of Susi Air (PK-VVA) from Sentani. Dabra to location is about 15 minutes far by helicopter or four days far by foot.
Cause of this case, SAR team would evacuate using helicopter by dropping rescuer. Yesterday, rescuer trained near operation base Jayapura Indonesian Air force using red Kamov Helicopter PK-JTV. In the noon, location of skytruck is closed by clouds.
Head of Papua Police Department, Brigadier General Bekto Suprapto, in the noon, had been looking skytruck and observing base camp Dabra by Prime Air PK-RJV. Bekto around the location 11.200 feet of sea levels for four times.
”I see its body is heavy broken on valley of mountain. We could not near because of clouds,” Bekto said. He did not know about four crew condition inside before SAR team told him.
While, about fuel business using skytruck, Bekto said that information is not true. He said eight drum fuels that sent to Mulia for police operational at Puncak Jaya.
Evacuations
Jayapura SAR Operation officer, Major (pilot) Atang Sudrajat said evacuated yesterday could not use Kamov because of bad weather. “It’s dangerous for our team,” he said.
Thursday morning, rescuer would be resend to location by Polri Fokker-50 supports. Fokker-50 would be as weather observer. Indonesian Air Force also prepared Puma Helicopter to help evacuation.
Atang as Commander of Operation of Jayapura Indonesian Air Force said people at villages surrounding had been reach skytruck location. He also said skytruck P4202 is heavy broken. Its location looked many parts of aircraft body and new black burned.
