Eight Years Papua Special Autonomy Had No Impact

Special autonomy for Papua that step on eight years did not touch people based problem, such as recognition and partiality to indigenous people. Decrease of poverty and many development program is government duty that no correlation with special autonomy. Government should show a real result that get by his special autonomy arbitrary power.

“Government programs did not touch heart of Papua special autonomy,” Muridan S Widjojo said from Indonesian Science Institution (LIPI), at Jayapura Papua, Tuesday (17/11).

He acknowledges that Papua Governor had been arriving much province regulation, which its destiny is welfare for Papua indigenous people. It is such as free medical action, free education, and dependable program, People Driven Program (Respek).

“All this program is good. But could it work without special autonomy? It is government responsibility. So if it the same with or without special autonomy, which is the different?” Muridan said.

The book writer of Papua Road Map said special autonomy failed to bring welfare for Papuan because while its law chronicle (Law No.21/2001 signed by President Megawati Soekarno Putri on November 21, 2001) did not involving people that cross swords both another. As you know, Special Autonomy Law for Papua is gift by Jakarta to alleviate Papua Independence aspiration.

“People that cross swords such as Papua Freedom Organization (OPM) and other faction that pro-independence although Jakarta elite that pro-Indonesia never meet and talk about conflict solution. This reason made special autonomy did not walking,” Muridan said.

Because of this, he said special autonomy did not break suspicious both Jakarta and Papua. He showed shot on Freeport case. Military accuse its done by OPM. But, people at Papua accuse that special army done it.

Muridan hopes base job from special autonomy such as increasing healthy and education, finishing human rights problems, develop Reconciliation and Truth Commission, and directing of Papua history could be government priority program.

Frans Wospakrik, Vice Leader of Papua People Assembly (MRP) acknowledges special autonomy did not walk as Papuan hope. He found Papuan people have no knowledge about special autonomy that applicable for 25 years. “We have restiveness to protect Papuan. But, we found special autonomy tutorial didnot walk. This is not MRP job, but also government,” he said.

Frans said area government should be brave to apply special autonomy law to protect Papuan. Special autonomy is not just about money that nominally thousand billion rupiah.

Raising Star Flag at MRP

Near December 1st, which claims as West Papua Independence Day, Jayapura is alert. Former of politician prisoner, Sem Yaro foolhardy brought Bintang Kejora or Raising Star Flag at Papua People Assembly (MRP) Office, Jayapura, Monday (16/11). Now, Sem and his friend, John Kreuta arrest by police.
Sem and his four friends that bring two kids come to MRP to demonstrate. But, unknown by other people, he step down from green car by the way bring a tree-trunk that bond by a flag. The Raising Star Flag is approximately 100 x 70 centimeters area.
He said special autonomy for Papua just a gift from government is totally failed. “Papuans do not feel affluence. If there is no reparation to special autonomy, better for Papua to get freedom,” Sem said under the sun.
Sem said there is no problem to bring Raising Star Flag. Because this is just Papuan culture symbolic. He also intimidate would set raising star flag at various place on December 1st if he could not meet member of MRP.
In the morning, Sem came to MRP. He stretches his flag in front of MRP name board. A few minutes later, he drives a car to the city. One hour later, he comes back to MRP.
Fifteen minutes, Sem in progress. Three police trucks that brought Brimob and Dalmas are at full stretch to MRP. Chief Abepura Police Department, Commissioner Aide Yafet Karafir said their action is not approved by Papua Police Department. Yafet tried to rope in the raising star, but Sem did not agree.
MRP Spokesman, Anggenata Wali said leader of MRP have no agenda to meet the mass. “Chairman of MRP is not at this office,” he said. But, Sem insists the letter to claims Papua Department. Head of Operation Division Commissioner Aide Dominggus Rumaropen hag him and ask his members to catch Sem.
Dominggus said Sem and John Kreuta brought to Jayapura City Police Department. “Their act had no police consent,” He said.
To protect this action, police are at full stretch 60 Brimob and 60 Dalmas. Officer safe several evidence such as raising star flag.


Foreigner Migration to Papua is Limited

Papua Province Government ascertained as soon as execute restriction of foreigner migration to Papua area. Restriction needed to give a chance to indigenous people for develop their self and compete on politic and economic as same as Indonesian people at another place.

Governor’s special staff, Agus Sumule, Friday (13/11) at Jayapura, said Papua Province Government had been regulating Papua Province Rule No.15/2008 about Citizens. Several points is discriminating based on two identity card (KTP).

“The rule should be applicable on 2009. Identity card to vary Papuan people (indigenous people and foreigner who live for long time at Papua) with new come foreigner,” Agus said. He answers Papuans anxiety about competition Papuan with foreigner on politic and economic part.

It is swank on International Biodiversity Conferene at Jayapura, which theme is Papua Special Autonomy and Cultural Rights Recognition on Natural Resources.

Agus Sumule said officer should inspecting an airport and port to data foreigner destiny and identity. If on two months they get no job at Papua, foreigners should be back to their hometown. He said limitation for citizens also did by people at Bali on the Banjar Traditional System.

Frans Wospakrik, Vice Chairman of Papua People Assembly bolster migration rule. His reason is Papuan did not take over anymore. He also acknowledge this regulation is a discrimination, but in positive thing.

“Yup, the regulation is discrimination rule, but in positive thing. This destiny is to give a chance to Papuan to get the same quality with other people in Indonesia. This is about recognition and protection to indigenous people,” Wospakrik said.

Citizen at Papua on 2008 is about two million people. Increase two percent compared last year. Papua Cultural Council said indigenous people (melanesian) at Papua is about 1,2 million.

Forkorus Yoboisembut, chairman of Papua Cultural Council said melanesian at Papua New Guinea Country is about seven million people. “First nominally melanesian in Indonesia and PNG is relatively the same, about 800 thousand and 900 thousand people,” Forkorus said.


Domestic Minister Agreed to Investigate President of Papua Parliamentary

After waiting for a year, Papua Counsel for the Prosecution finally received letter from Domestic Minister to investigate President of Papua Parliamentary, John Ibo and the member Yance Kayame. Both would be investigated for Rp 5,2 billion corruption cases. For a few days latter, investigation would be held.

“Permit to investigate John Ibo and Yance Kayame had been sent from domestic minister to the Attorney General on October 19. But we received it last week,” said Head of Papua Council for the Prosecution, Palty Simanjuntak.

Entreaty to minister had been sent for three times since 2008. Entreaty from Office of Attorney General last on July 14. Agreement letter had been signing by Mr. Mardiyanto, minister. Prosecution could investigate both as witness and suspect on 2006 financing help budget  (Rp 2,6 billion) and household help budget (Rp 2,6 billion).

The case split on four bundles for former Secretary of Papua Province Andi Basso and former of Chief of Financing Bureau Paul Onibala. Their bundling has been 90 percent finished to Court.

Now, John Ibo is elected as President of Papua Parliamentary and also Yance Kayame as member of Papua Parliamentary 2009-2014. Jhon Ibo is main leader of Golkar Party at Papua and Yance Kayame as member.


Aircrash Incident, Papua Police Skytruck Lost Contact

Indonesian Police Airplane at Papua, Skytruck M28, Monday (2/11) afternoon, had been revealed lost contact when its flight from Sentani Jayapura to Mulia, Puncak Jaya. Officers have not made sure about condition of four crews inside. Searching will begin Tuesday morning at 78 mile area, south of Jayapura.
Skytruck with 12 person capacity depart from Sentani Airport at 11.26 am without passenger. Inside, Captain Pilot Assistant Commissioner Yunus and copilot Second Inspector Benediktus and mechanic officers First Brigadier Saiful and First Brigadier Kuswanto.
Spokesman of Papua Police Department, High Commissioner Agus Rianto said skytruck is Indonesian Police’s plane which placed at Papua. Plane P-4220 bought eight drum fuels for police office at Puncak Jaya.
“As scheduled, skytruck should come at Mulia, Puncak Jaya at 00.40 pm. But until this afternoon, the plane had not been coming. We could not contact our crew,” Agus said.
Coordinator of Searching Team, Suyatno speak his team, since 01.00 pm tried to find skytruck by radio contact from airport and other planes which flight on the route. Team predicted plane get impact at Foao and Mele Villages, about 78 miles south of Sentani.
Sentani Tower Officer, Anak Agung Made Budiarta explained skytruck departure about 11.26 from Sentani. “Crew report they will be fly to Mulia via Kobakma. He predicted they would be arriving at 12.30,” Made said.
At 01.00 pm, he received information from Mulia Airport at Puncak Jaya which plane not yet came. Further more, weather at Mulia is worse so would be high risk if skytruck to land.
Made contact other airport surrounding Sentani such as Wamena, Nabire, and Biak to find skytruck. No result.
He also informs every plan which fly to Sentani-Wamena-Mulia route to active radio emergency receiver. Every plan also commanded to observe every sight of forest and hill surrounding.
A moment after, Made receives information from Premi Air pilot who communicate with skytruck on 10.000 feet high and 40 mile far from Sentani. Skytruck informed to Premi Air about bad weather at Bolakme. So, skytruck change his route via Dormen and still at scheduled to Mulia.
“Signal of radar recorder showed skytruck at 40 mile far and turn right to Dormen. But, at 70 miles far, our radar can not catch the signal and its position,” Made.
Skytruck brought fuel for three hours flight. So at 02.26 pm, Sentani Airport revealed plane is on emergency condition.
At 03.00 pm, NAC Air from Wamena to Mulia has been asked to open its emergency radio channel at 212.5 frequency. But, it didn’t give a result.
But, at 04.04 pm, other plane, Susi Air PK-VVD received a weak radio signal from S 3 40,70 E 138 16,95 geographic position. This emergency signal automatically spread if plane impacted. Susi Air failed to observe condition on the land because of bad weather.
Operation Commander Indonesian Airforce at Jayapura, Major (Pilot) Atang Sudrajat said searching will be starting Tuesday morning. Searching will be done from Wamena using Helli Mission and from Sentani using Associated Mission Aviation (AMA), Yayasan Jasa Aviasi Indonesia (Yajasi), and Mission Aviation Fellowship (MAF).
Atang could not reveal if the plane is impacted because there is no visual report. But, he has been preparing his combat Puma helicopter and Kamov helly to help evacuation.
Writer notes, belonging 2009, there is four times a dead plane accident at Papua. First, April 9, Aviastar Mandiri from Jayapura to Wamena crash Pike Mountains, six crew dead.
Second, April 17, Mimika Air from Mulia to Timika crash at Gergaji Mountain, six passenger and crew died. Third, June 29, Aviastar Mandiri from Wamena to Yahukimo impacted, three crew dead.
Fourth, the tragic accident, August 2, Merpati Airlines from Sentani to Oksibil was dropped at Apmisibil, three crews and 15 passengers died.


Papua Police Commander Shoot His Officer

Vice of Head of Puncak Jaya Papua Police Department, Commissioner Marselis had no choice. He shoots his officer Second Brigadier WF on left leg. WF famous as being a drunk and did brutality as long as his carrier. Now, WF is inpatient at hospital.
Papua Police Department Spokesman, High Commissioner Agus Rianto, Monday (2/11), said, shoot happened on last Friday at night. About 9 pm, WF with his 4 friend heavy drunk.
Although under controlled of alcohol, they had no worry to entering the office. Do not know what have he think, WF try to reach a weapon from front officer. His dangerous action had been known by Commissioner Marselis.
“The act is beyond police attitude. When commanded, WF is attacked and lifted a drum. He try to throw away it’s to officer and Marselis,” Agus speak.
So, Marselis had no choice beside to take his weapon and shoot WF’s left leg. A day after, victim brought to Jayapura.
Spokesman said Marselis shoot for three times. Last shot focusing to left leg because WF obeys his commander. On Papua Police Department reports, WF always drunk and be problem maker in Puncak Jaya. Big case he has made is made a problem with Army Officer.
Commissioner Marselis said WF offends be problem maker as fighting case between people, his friend, and army. “On one situation, we had red sign because of WF make a problem with army officer,” Marselis


Freeport Incident

Papua Province Push Police and Military Catch an Actor at Freeport
Papua Province Government still gives a trust to police and military to catch and bring Freeport sniper series at Mimika. Officer asked o proof their commitment to break the case that last for four month.
“Police and army have to catch the actor. Many times, I speak, whoever an actor, whatever its organization, if they used a fire gun, we have to face him with a hot bullet to,” Alex Hesegem, Papua vice Governor, Saturday (31/10).
About the actor differences conclusion for police and military, Alex did not answers. Just for your information, Papuan Police Department said those actors are not Kelly Kwalik group. This mans in a leader of National Army for Freedom Papua Independence Organization (TPN OPM).
But, Indonesia Cenderawasih Army said the sniper is come from Kelly Kwalik Group. These two difference conclusion based on video which including a revealing from a man who claimed as Kelly Kwalik.
Alex Hesegem hope the actor stopped his terror that have been died three person and make people on village no longer settle. If the actor is Papuan people which come from any organization, they should protect Papuan. Not to scare people.
“Do not because of this actor, Papuan people become a victim. It’s can’t. Papua land is a human land, not barbaric,” said.
Further more; Alex said the security officers have been seriously taken this case. By the way, he understands its hard geographic conditions and guerilla make officer difficult to open case,” said.
Doubt
Rifai Darus, youth man of Papua, doubt that officer could break Freeport incident. His reason its case have been four month longing with three men died and many more injured by militia.
“Freeport security have been added, but right now shot is still happen,” Rifai said whom head of Indonesia Youth National Committee, Papua Region.
He hope its case have not been intentional lasting with no end. Also, he doesn’t agree if Papua back to military operation area. “Freeport case should be opened, don’t enter it to cold storage. Many shot at Papua such as Puncak Jaya and many places right now are become not clearly.

Commander of Cendrawasih Military, General Major Azmyn Yusri Nasution, Friday (30/10), adamant an actor in Freeport Timika is Kelly Kwalik’s group. This is the opposite state with FX Bagus Ekodanto, General Inspector of Papua Police Department. Police said the actor is not Kelly Kwalik.

The commander gave a presentation in KNPI Papua’s dialogue with theme “The Freeport Complex Case” at Swissbel Hotel Jayapura. In his presentation, Nasution shows a video. This includes statement a young Papuan about his responsibility of Freeport Incident.
Commander said this Papuan is Kelly Kwalik, leader of TPN OPM (National Papua Army – Independence Papua Organization). But, the person looks different from Papua Police Department document. Police verses, Kelly said him n his group is not responsible about Freeport Incident.
His posture, police verse, is thin and old enough. It’s opposite to army verse. Nasution said, “No stealer shout stealer”.
