Repatriation, 138 Citizens at PNG Back To Indonesia

After 30 years living for Papua-Indonesia and placed at Papua New Guinea, more a half people got repatriation and back to motherland. Number of 138 citizens of PNG, Thursday (19/11), is transported by Indonesian Air force Plane, Hercules from Wewak PNG to Jayapura, to start repatriation. They are claiming relief back to Indonesia.

“I miss my family. There are high criminality at PNG and situation at Papua much better than I leaved last 1979,” Hein Fere (62), a repatriation person who also brought his wife, Yohana Hamadi (60) and four grandson. His five kids also would be joined to repatriation on 2010 after sold their land and house at PNG.

The repatriation persons also include children of Papuan who born and live at PNG. They choose to go to Indonesia because want to get a good education. More a half of them come from around of Port Numbay such as Sentani, Jayapura City, Sarmi, and Keerom.

Number of 138 repatriation person arrived at Sentani using Hercules A1320, piloted by Colonel Lieutenant (Pilot) Purwoko. First flight brought 65 people and then in the afternoon 73 person arrived. Now they are stayed at Jayapura for three or five days.

Functionary of Domestics Affair Department, Sutrisno, said the repatriation persons would be sent to their regency or city which they are come from. “After verified on their destiny, regent would pick and carry them to their homeland,” he said.

About job and place to live, Sutrisno said that is regent’s right and authority. He hopes repatriation persons could be one to their big families at Papua and live normally as Indonesian citizen.

Functionary of Foreign Affair Department, Teguh Wardoyo said repatriation would be continued for future. “A half people would be joined at repatriation on next. They should sell their land, house, and manage their job at PNG,” Teguh said.

As long leave at PNG, he said, these repatriation persons did not live normally. He explained about persons who live at mile 6 and mile 8 at Port Moresby, capital of PNG, live below poverty line.


Eight Years Papua Special Autonomy Had No Impact

Special autonomy for Papua that step on eight years did not touch people based problem, such as recognition and partiality to indigenous people. Decrease of poverty and many development program is government duty that no correlation with special autonomy. Government should show a real result that get by his special autonomy arbitrary power.

“Government programs did not touch heart of Papua special autonomy,” Muridan S Widjojo said from Indonesian Science Institution (LIPI), at Jayapura Papua, Tuesday (17/11).

He acknowledges that Papua Governor had been arriving much province regulation, which its destiny is welfare for Papua indigenous people. It is such as free medical action, free education, and dependable program, People Driven Program (Respek).

“All this program is good. But could it work without special autonomy? It is government responsibility. So if it the same with or without special autonomy, which is the different?” Muridan said.

The book writer of Papua Road Map said special autonomy failed to bring welfare for Papuan because while its law chronicle (Law No.21/2001 signed by President Megawati Soekarno Putri on November 21, 2001) did not involving people that cross swords both another. As you know, Special Autonomy Law for Papua is gift by Jakarta to alleviate Papua Independence aspiration.

“People that cross swords such as Papua Freedom Organization (OPM) and other faction that pro-independence although Jakarta elite that pro-Indonesia never meet and talk about conflict solution. This reason made special autonomy did not walking,” Muridan said.

Because of this, he said special autonomy did not break suspicious both Jakarta and Papua. He showed shot on Freeport case. Military accuse its done by OPM. But, people at Papua accuse that special army done it.

Muridan hopes base job from special autonomy such as increasing healthy and education, finishing human rights problems, develop Reconciliation and Truth Commission, and directing of Papua history could be government priority program.

Frans Wospakrik, Vice Leader of Papua People Assembly (MRP) acknowledges special autonomy did not walk as Papuan hope. He found Papuan people have no knowledge about special autonomy that applicable for 25 years. “We have restiveness to protect Papuan. But, we found special autonomy tutorial didnot walk. This is not MRP job, but also government,” he said.

Frans said area government should be brave to apply special autonomy law to protect Papuan. Special autonomy is not just about money that nominally thousand billion rupiah.

Special autonomy fund that accepted by Papua Province since 2002 to 2009 nominally about Rp 18,7 thousand billion. People who live in poverty on 2001 is about 41.8 percent. Seven years later, poverty decrease to 36,53 percent. More a half people on the bread line live in village. They are Papuan indigenous people.


Raising Star Flag at MRP

Near December 1st, which claims as West Papua Independence Day, Jayapura is alert. Former of politician prisoner, Sem Yaro foolhardy brought Bintang Kejora or Raising Star Flag at Papua People Assembly (MRP) Office, Jayapura, Monday (16/11). Now, Sem and his friend, John Kreuta arrest by police.
Sem and his four friends that bring two kids come to MRP to demonstrate. But, unknown by other people, he step down from green car by the way bring a tree-trunk that bond by a flag. The Raising Star Flag is approximately 100 x 70 centimeters area.
He said special autonomy for Papua just a gift from government is totally failed. “Papuans do not feel affluence. If there is no reparation to special autonomy, better for Papua to get freedom,” Sem said under the sun.
Sem said there is no problem to bring Raising Star Flag. Because this is just Papuan culture symbolic. He also intimidate would set raising star flag at various place on December 1st if he could not meet member of MRP.
In the morning, Sem came to MRP. He stretches his flag in front of MRP name board. A few minutes later, he drives a car to the city. One hour later, he comes back to MRP.
Fifteen minutes, Sem in progress. Three police trucks that brought Brimob and Dalmas are at full stretch to MRP. Chief Abepura Police Department, Commissioner Aide Yafet Karafir said their action is not approved by Papua Police Department. Yafet tried to rope in the raising star, but Sem did not agree.
MRP Spokesman, Anggenata Wali said leader of MRP have no agenda to meet the mass. “Chairman of MRP is not at this office,” he said. But, Sem insists the letter to claims Papua Department. Head of Operation Division Commissioner Aide Dominggus Rumaropen hag him and ask his members to catch Sem.
Dominggus said Sem and John Kreuta brought to Jayapura City Police Department. “Their act had no police consent,” He said.
To protect this action, police are at full stretch 60 Brimob and 60 Dalmas. Officer safe several evidence such as raising star flag.


Domestic Minister Agreed to Investigate President of Papua Parliamentary

After waiting for a year, Papua Counsel for the Prosecution finally received letter from Domestic Minister to investigate President of Papua Parliamentary, John Ibo and the member Yance Kayame. Both would be investigated for Rp 5,2 billion corruption cases. For a few days latter, investigation would be held.

“Permit to investigate John Ibo and Yance Kayame had been sent from domestic minister to the Attorney General on October 19. But we received it last week,” said Head of Papua Council for the Prosecution, Palty Simanjuntak.

Entreaty to minister had been sent for three times since 2008. Entreaty from Office of Attorney General last on July 14. Agreement letter had been signing by Mr. Mardiyanto, minister. Prosecution could investigate both as witness and suspect on 2006 financing help budget  (Rp 2,6 billion) and household help budget (Rp 2,6 billion).

The case split on four bundles for former Secretary of Papua Province Andi Basso and former of Chief of Financing Bureau Paul Onibala. Their bundling has been 90 percent finished to Court.

Now, John Ibo is elected as President of Papua Parliamentary and also Yance Kayame as member of Papua Parliamentary 2009-2014. Jhon Ibo is main leader of Golkar Party at Papua and Yance Kayame as member.


International Dialogue Force Incessant

Factions at Papua reveal the need of international dialogue due to Indonesian Republic – Indigenous People with foreign country as mediator. This pursuit more incessant because of Papuan problems is too much and never finished. This is the reason to get best solution and far of conflict.

“International dialogue is a peaceful way for Indonesia and Papua to find problems at Papua such as cross of human rights, free of bearing , and not friendly law for indigenous people,” Wilson Uruwaya, Leader of Youth Papuan, Thursday (29/10), Jayapura.

He led demonstration with about 200 people from Youth and Student Solidarity. On that moment, mass demand international dialogue with foreign country. Mass refuse national dialogue which involved Jakarta and Papua.

This based on Papuan politic experience at past. For example, result of Penentuan Pendapat Rakyat (People Election) 1969 is not admitting for many Papuan. They debate its result right now although the process involves foreign country.

“Papuan didn’t make decision about neutrality of foreign,” Wilson speak. Second, he wants special autonomy status for Papua Province since 2001 for 25 years. The status, man said, just a gift from Indonesian Government to stop Papua Independence aspiration.

Crossing

International Dialogue pursuit also happened on Thursday morning. About 50 students of Cenderawasih University crossed the entrance of school road at Waena Abepura. Their act made the traffic stopped.

Usama Yagobi, mass coordinator, said Papua is already bored with unfinished problems. Because of this reason, the students push Indonesian Republic should disclose to the dialogue. Therefore, problems could finish. Their acts have been guard by 300 police from mass controller and brimob. The formers wearing antidemonstration uniform.

Vice Officer of Jayapura Police Region, Amazona Pelomonia order the student to open the cross. Amazona did not permit student to do demonstration at Majelis Rakyat Papua (Papuan People Council). He said that the student didn’t have a permit for demonstration to the police office and their action should be stopped.

After discussion, finally Usama agree to stop their act. He promise will be continue the demonstration at MRP after getting police permission a soon as possible.

Supporting

Markus Haluk, Secretary of Custom Papua Parliament also agreed about The National dialogue. He said to the Press that International dialogue is a freedom ways to finished many problems in Papua. Papua citizen and RI Government still searching a good person to represented the discussions.

He had chosen the United Nation Organization as the mediator because it’s neutral side. With the dialogue, He want all problems could be finished integrally and the violence in Papua of course could be more dignity.
